Labour Market Scan for Blue economy

The Kenya Blue Economy Skills Training Program (KBEST) is a seven-year, $25 million project funded by Global Affairs Canada to support the Government of Kenya in achieving its goals for an enhanced blue economy. Implemented by Colleges and Institutes Canada (CICan) in collaboration with Kenya’s Ministry of Education—primarily through the State Department of Vocational and Technical Training and the State Department for Post-Training and Skills Development—KBEST focuses on building skills in Kenya’s workforce that are needed to establish the country as a competitive presence in the global blue economy. The overall goal of the assessment/ scan is to analyze the dynamics of the current and potential future labour market in the formal and informal sectors related to the Blue Economy in targeted regions of Kenya (i.e., labour market supply and demand analysis) to identify sectors that have employability potential with a value chain perspective as well as applying a gender equality and social inclusion (GESI) lens to identify factors that could promote the integration of youth, particularly marginalized adolescent girls and women and vulnerable populations, while taking into account environment and climate change (ECC) considerations.

Actual services provided in the Labour Market Scan project

  • Compiled the workplan, data collection tools, conducted partial desk review, and initial virtual consultations
  • Received feedback on the workplan, tools, and regional Blue Economy employment trends and integrated feedback as required
  • Conducted desk review and initial virtual and in-person data collection
  • Completed drafting the phase 1 rapid LMS report
  • Drafted a workplan for phase 2
  • Completed desk review and virtual and in-person data collection
  • Drafting of phase 2 rapid LMS report
  • Receive feedback on the draft phase 2 rapid LMS report
  • Revise and submit final phase 2 report
  • Present the final draft of the rapid LMS report
  • Incorporate stakeholder feedback in the LMS report
  • Review findings and recommendations with CICan
  • Compile reports and invoices
